Well your score JEE AIR is 1196 so you can join IITs without any second thought.IITs dont have any such branches.There is Electrical engineering in IITs and ECE in Roorkee and Guwhati and Electronics and electrical communication Enginnering(EEC) in Kharagpur.

thoose are from the kharagpur website but the curriculum is almost same among all the IITs.
Its very difficult to say which IIT is best for which branch.According to me in overall IIT Bombay is the best among all IITs.
Be careful during counselling.Make sure to give enough importance to both the branch and college.You may hear any rumours that there are some north south regional feelings in some IITs.There might be any but you need not consider them during counselling.
Please be more specific in tour last question.

mechanical with thermal engg. specialization is better than energy engg.
